It's wondering, as far as ISO-8859-15 is concerned, I've just come across the similar thing that entire message written in ISO-8859-15 (HTML mail in Swedish) had turned blanket in my replying composite window, while messages in ISO-8859-1 & ISO-8859-2 is properly quoted in the window.
