I'll postpone the patch, because the existence of two similar menuitem:
'View/Code set' and 'View/ Fallback codeset' might cause confusion to
users, and the related part of current trunk tree is not well sorted
out yet.

Since the current code uses locale encoding as a default and forcing
encoding is available, I think there's not much problem.
